Higley Road 16-Inch Water Transmission Main and Baseline Road 10-Inch Sanitary Sewer
Gilbert, Arizona

Dibble provided comprehensive engineering design and construction phase services for approximately 7,500 linear feet of new 16-inch water transmission main and 4,500 linear feet of 10-inch sanitary sewer for the Town of Gilbert. The water pipeline, installed between Inverness Avenue and Guadalupe Road, completes an important link in the Town's infrastructure system and provides additional supply capacity to support development north of Baseline Road. It also provides additional fire protection capacity to the Banner Gateway hospital complex, allowing for future expansion of the medical campus. The new sanitary sewer, located between Claiborne Avenue and Greenfield Road, serves as a relief sewer, conveying existing flow peaks and future flows from the medical campus and relieving a potential surcharge condition in the existing collection system.

In addition to complete design engineering, including survey/base mapping, preparation of construction plans and specifications, and opinions of probable cost; Dibble addressed unique project design and coordination features. The water transmission main route was analyzed as part of the design concept phase to determine optimum points of connectivity with the existing and future water distribution network; a numeric model was developed to evaluate system performance under planning conditions. The pipeline alignment was selected to minimize impacts to recently improved roadways and minimize traffic control requirements and construction costs.

The existing 30-inch primary transmission main could not be shut down for construction, requiring special design of a live-connection to the existing reinforced concrete cylinder pipe.

Prior to design of the sanitary sewer, Dibble analyzed the slope and capacity conditions of the project; as a result of this analysis the existing system connection was optimized and approximately one-quarter mile of proposed sewer was eliminated from the project, providing significant cost savings to the Town. Unique existing features required special consideration during design: conflict with existing irrigation laterals was addressed through the use of “conflict structures” and crossing under the Eastern Canal was made with a jack and bore. Both of these design elements required extensive and timely coordination with Salt River Project.

Comprehensive stakeholder involvement, effective team communication through both design and construction, and quality design all contributed to project success.
