Western Canal Water Transmission Main: Rural Road to South Water Treatment Plant
Tempe, Arizona

Dibble partnered with the City of Tempe to provide engineering design and post-design support for the construction of approximately 10,000 linear feet of new 16-inch and 24-inch water transmission mains. The pipeline provides transmission infrastructure linking one City owned well and three SRP owned wells along the Western Canal between Rural Road and the finish water reservoir splitter box located at the South Tempe Water Treatment Plant (STWTP). The project's numerous unique features, accelerated delivery schedule and critical coordination elements were completed by Dibble in order to deliver a successful project for the City.

The pipeline was constructed immediately adjacent to the Western Canal in right-of-way controlled by SRP. Dibble worked closely with SRP staff to facilitate accelerated construction license approval. Special design considerations for pipe materials, depth of cover, excavation techniques and construction sequencing were required to protect both the pipeline and the existing SRP infrastructure. The pipeline trench was located as close as six feet to the south canal bank; while existing 69kV electric was located immediately north of the alignment.


 

Engineering evaluation of trench stability, excavator loading on the canal bank, electric pole stability, and induced current/corrosion control were completed to ensure that the design was constructable and would provide the City with long term performance.

The project was constructed utilizing funding from the 2009 American Recovery and Reinvestment Act (ARRA). Dibble worked closely with the City and the Construction Manager at Risk to ensure that strict schedule requirements as well as contractual provisions (e.g. Buy American) were achieved. In addition, the construction schedule was developed to precede construction of a regional path project along the same corridor. Connection to the STWTP reservoir splitter box was made without taking the splitter box or reservoir system off line.

Unique technical design considerations, accelerated project schedule, ARRA funding and extensive client coordination were key factors in making this project a success for the City.
