Celebrating the Retirement of Joe Graham: A Legacy of Leadership in Utilities Engineering

After an accomplished career spanning 38 years, Joe Graham, PE, Dibble’s respected Utilities Practice Leader, retired. With 15 of those years spent at Dibble, Joe’s influence has been nothing short of transformative—not just within our firm, but across the entire civil engineering and utilities landscape.

Joe’s career has been marked by technical excellence, strong leadership, and a deep commitment to public infrastructure. His expertise in utility design and trenchless technologies positioned him as a trusted expert in the industry. Under his guidance, Dibble’s Utilities Business Unit grew in both scope and impact, supporting a wide range of municipal and private sector projects that improved lives across the communities we serve.

Beyond his role at Dibble, Joe was a passionate advocate for the profession. He played an active role in several leading industry organizations, including the AZ Water Association, the National Association of Sanitary Services Companies (NASSCO), and the North American Society for Trenchless Technology (NASTT). Through these affiliations, he championed best practices, promoted innovation, and mentored countless professionals who will carry his legacy forward.

As Joe steps into retirement, we know he leaves behind a strong foundation and a team inspired by his example. While we will miss his steady presence and wealth of knowledge, we’re excited for him as he embarks on this new chapter of well-deserved rest, adventure, and time with family.
