Dibble Promotes Ian Mowry, PE to Principal Engineer

Dibble is proud to announce the promotion of Ian Mowry, PE, to Principal Engineer within the firm’s Transportation team. This milestone recognizes Ian’s exceptional technical leadership, deep expertise in roadway engineering, and longstanding commitment to delivering safe, efficient, and sustainable transportation solutions across Arizona.
With 18 years of experience in transportation and roadway engineering, Ian has led the planning and design of projects ranging from freeways and highways to major arterials and local roadways. His work spans both urban and rural environments, with a strong focus on intersection and safety improvements as well as multimodal solutions that thoughtfully integrate vehicles, bicycles, and pedestrians.
Ian brings a well-rounded technical skillset to every project. His expertise includes roadway geometrics, traffic operations, and safety analysis, along with traffic signal design, signing and pavement markings, ADA compliance, lighting design, and traffic control planning. He has authored and contributed to numerous Design Concept Reports (DCRs) and technical studies addressing intersection safety, signal warrants, pavement preservation strategies, and community connectivity—always with an eye toward long-term performance and public benefit.
In his new role as Principal Engineer, Ian will continue to lead strategic transportation initiatives, collaborate closely with public agencies and project partners, and help advance roadway and traffic design procedures that enhance system performance. Equally important, he remains deeply invested in developing the next generation of engineers through mentoring, training, instruction, and quality reviews—strengthening both projects and people.
Throughout his career, Ian has played a key role in delivering impactful projects across the state, including:
- Higley Road and Baseline Intersection Improvements for the Town of Queen Creek
- Cutter Road Improvements for the San Carlos Apache Tribe
- 91st Avenue, Butler to Mountain View Corridor for the City of Peoria
- 2025 Pavement Quality Index Acceleration Program for the City of Tempe
These projects showcase Ian’s ability to deliver context-sensitive, technically precise designs that improve safety, enhance mobility, and provide lasting value to the communities they serve.
