City of Avondale: Civic Center Campus

As the Civil Engineering consultant to the Design-Build team, Dibble
designed the site elements for the City of Avondale Civic Center
on a 60-acre site that includes City of Avondale, Maricopa County,
and private commercial properties. The Civic Center comprises
City Hall, the City Police Facility, and a Courts Building. To meet the
City’s Certificate of Occupancy deadline, Dibble submitted an early
mass grading design package for the entire site that raised the
City Hall Building five feet above the existing ground and molded
the remainder of the site to balance the overall site earthwork. Offsite drainage issues required extensive study and an economical resolution in the design.

The site is required to retain an additional 14 acre-feet of runoff from the adjacent parcel to the north through a network of retention basins on the site. The City concurrently designed and constructed the roadway improvements of Avondale Boulevard (formerly 115th Avenue). Extensive coordination with the roadway and utility designers was vital throughout the project design. Due to the size and projected use for the site, vehicular access and utility service
were key issues. Roadways were designed to handle the projected traffic for the full site build-out, providing sufficient access throughout the site for vehicles, bicyclists, and pedestrians. Utilities were sized to the capacity required for the site full build-out, as well as development of adjacent parcels. Plans were reviewed and approved by both the City of Avondale and Maricopa County.
