Shaping Justice Infrastructure: Southwest Regional Court Center

Dibble has played a vital role in advancing justice infrastructure in Maricopa County through its work on the Southwest Regional Court Center in Avondale. What began with a feasibility study for the proposed site at 103rd Avenue and Van Buren evolved into full civil engineering services for a facility that now unites four regional courts under one roof.

The feasibility study assessed critical site elements, including drainage, retention, and the availability of water and sewer utilities. This early groundwork laid the foundation for a successful design process and ensured the project could move forward with clarity and confidence.

The completed project is a 145,000-square-foot, three-story courthouse situated on 22 acres, with approximately half of the site developed for the initial build. Dibble’s team designed the site layout, grading, and utilities to not only serve the current facility but also to accommodate future expansion on the remaining acreage. Utility stubs were installed for efficient future connections, and retention for the full site was integrated into the initial design.

Improvements extended beyond the courthouse grounds. The project required half-street improvements along Van Buren Road as well as upgrades to intersecting driveways. Because Van Buren marks the jurisdictional boundary between Avondale and Tolleson, Dibble coordinated closely with both cities while also working with Maricopa County, the project owner.

By combining technical expertise with careful collaboration, Dibble helped deliver a facility that streamlines court operations today while paving the way for growth tomorrow. The Southwest Regional Court Center stands as an example of how thoughtful engineering can support both community needs and long-term planning.
