Passes Away
Ben Dibble September 3, 1922 to
March 1, 2010
Ben
Dibble, who founded our firm in 1962,
passed away March 1, 2010 at the age
of 87. While not all of Dibble's staff
knew Ben, some of us spent time with
him and enjoyed his visits to our office.
We
understand his legacy, and know that
he made an incredible impact on the
community, engineering and Arizona.
Ben was very active in our industry
associations and organizations and served
on the ACEC Board of Directors, as ASPE/NSPE
National Vice President, as ASCE Az
Section President in 1969 (John C. Park
Outstanding Civil Engineer Award Recipient),
as an Arizona Town Hall Participant
in 1980, was a member of APWA, was a
member and Chairman of the Board of
Health (now ADEQ) appointed by Governor
John "Jack" Williams from
1968 -1972, and many others. Ben touched
so many lives with his quiet example
and thoughtful service to friends and
family.

Dibble

Professionals (LEED AP). The LEED AP program

PE, and Lance Webb, PE passed the Certified
Floodplain Manager exam given by the Association
of State Floodplain Managers and are Certified
Floodplain Managers (CFM). The primary goal
of the ASFPM Certified Floodplain Manager
Program is to help reduce the nation's flood
losses and protect and enhance the natural
resources and functions of its floodplains
by improving the knowledge and abilities of
floodplain managers in the United States.

Hope Lane
Ribbon Cutting Ceremony Opens New Possibilities

Gila County held a ribbon
cutting ceremony on February 27, 2009 to open
the new Hope Lane in Globe, Arizona. The Hope
Lane roadway near the Cobre Valley Community
Hospital provides better access to the hospital
for residents of Little Acres, creates better
mobility in the area, increases safety for
motorists and pedestrians, and eliminates
large vehicle traffic on Roberts Road. The
project was funded from the $0.5-cent sales
tax money set aside for roadway improvements.
Gila County, the owner; Coombs Construction
Company, the contractor; and Dibble Engineering,
the designer, were partners in the successful
completion of this road project.

Honored by ASCE
Dibble Engineering (Dibble)
employees, Susan Detwiler, PE, and Melanie
Sikes, EIT, were the recipients of ASCE Western
Regional Younger Member awards. The region
comprises 10 states in the Western United
States and only four individuals are recognized
each year.
Susan received the Outstanding
Younger Member in Community Activities. She
was recognized for her strong leadership skills
and commitment to bettering the community
through involvement in a number of activities.
Some of the highlights include her involvement
in Canstruction, Project Cure, Ronald McDonald
House, Adopt-a-Highway, Future Cities Team
Leader, Future Cities Engineering Mentor,
Race for the Cure, Mathcounts, and serving
as a Phoenix Branch Officer.
Melanie was the recipient
of the Outstanding Younger Member in ASCE
Activities. She received this award for her
strong leadership skills, commitment to the
community, and outstanding participation in
AzSCE at the Student, YMF, Branch, and Section
level. Some of her activities include serving
as the ASCE Region 8 Representative on National
Committee on Student Activities and ASU ASCE
Practitioner Advisor and being an active member
of the Arizona Section Meeting Planning Committee,
Practitioner and Faculty Advisor Training
Workshop, and as the Annual ASU Scholarship
Liaison.

Alpert, Christine Fanchi and Susan Detwiler,
were also part of the team who built the "Somewhere
Over the CANbow" structure for the 2008
Canstruction competition, which earned the
Outstanding Younger Member Group Project award
for the Phoenix Younger Member Forum. Somewhere
Over the CANbow was constructed from approximately
5,000 cans of food. The YMF team was featured
on the Food Network's Unwrapped and was awarded
Best Use of Labels during the competition.

a 13.5-acre park located between the Union
Pacific Railroad and Encanto Drive, east of
College Avenue. The City wants to improve
vehicular access, create a landscape buffer
between the park and adjacent streets, add
basketball and volleyball courts, add two
new age-appropriate playgrounds and a splash
pad, a grass amphitheater, and a lighted multi-use
field, while preserving some of the existing
historic trees. The design will also be coordinated
with several nearby projects, including College
Avenue traffic calming and the Railroad Quiet
Zone improvements.

and water infrastructure replacement. The
project will replace existing potable waterlines,
generally constructed of asbestos cement pipe
and/or cast iron pipe with polywrapped ductile
iron pipe and will also replace existing steel
gas lines with polyethylene gas lines. Combined,
the three quarter sections will include replacement
of approximately 40,000 linear feet each of
gas and waterlines, 650 gas meters and services
and 700 water services.

and resource sharing.

The Arizona Society
of Civil Engineers (AzSCE) recognized Melanie
Sikes, an Engineer in Dibble's Water Resources
Practice, as a recipient of its 2008 President's
Award for outstanding service, individual
dedication and commitment, and leadership
within the Section. Melanie has served as
the ASU ASCE Student Chapter Practitioner
Adviser for three years, regularly attends
their meetings, assists them with their sponsorship
of the annual graduating student picnic and
the student Career Fair, and advises the students
at the Pacific Southwest Regional Student
Conference. She was recently appointed to
the National ASCE Committee on Student Activities.
At its Annual AzSCE Section Meeting, held
September 25 and 26, 2008, Sikes received
a plaque and verbal recognition of her achievement

design teams, who will coordinate closely
to ensure that the design and construction
documents that are consistent throughout the
scenic corridor. The West Segment is approximately
2.1 miles and includes 150-foot right-of-way,
40-foot roadway width with landscaped median,
several drainage crossings, shared use path,
and street lighting.

will provide living space for on-duty fire crews,
enclosed bays/garages for fire apparatus, a
full service police substation, two EMCC classrooms,
appropriate space to support EMCC campus security
functions and space to house an ambulance and
crew. The project is a joint effort between
the City of Avondale, the City of Litchfield
Park, Estrella Mountain Community College, and
Southwest Ambulance.

a four-lane section with median, curb and gutter,
sidewalk, traffic signals and left turn/right
turn bays at the Arizona Avenue and McQueen
Road intersections. Streetlights, landscaping,

are also included. Dibble will coordinate the
UPRR crossing upgrades and the SRP Consolidated
Canal Box culvert extensions.

technology. This is Phase 1 of a three year
contract and will be completed in mid-2008.

within the downtown area and to design a public
system for flood relief. The Town does not currently
have a dedicated outfall. The project will include
identification and design of an outfall for
the downtown storm water. Dibble will provide
professional engineering services to complete
the design of the Buckeye Regional Basin System
and Downtown Storm Drain Improvements within
the Town's downtown area and evaluated possible
alternatives of retention and conveyance requirements.
The regional basin system will be designed to
retain the 100-year 2-hour storm event and convey
the 10 year storm event.

assist in preparing the Access Management Plan
for Grand Avenue (US 60) from SR303L to SR 74.
This portion of US 60 serves as a portion of
US 93, which links the Phoenix Metro Area with
Nevada. To maintain reasonable levels of service
on US 60 thru the 'vision year' of 2050, the
Access Management Plan will coordinate access
control of the roadway. There are number of
new developments planned for this section of
US 60 and it is important to establish access
prior to the completion of those facilities.
MAG, ADOT, and the City of Surprise are key
members of the stakeholder team.

site civil services for the $15 million Arizona
State University Downtown College of Nursing
and Healthcare Innovation Expansion project.
The 50,000 square foot facility will be located
next to the existing College of Nursing near
Second and Fillmore Streets in downtown Phoenix.
Design of this facility may include retail,
academic, administrative, and lease space. The
facility is required to be open for Fall 2009
classes and will be constructed to be LEED Certified.

Dibble Announces
the Retirement of Jack E. Vandersee
After
40 years of service to Dibble Engineering, Jack
E. Vandersee, Senior CAD Technician/Designer
announced his retirement. Jack joined Dibble
in July 1968 as a civil engineering drafter.
Since then he has been involved in many of Dibbles
projects for multiple disciplines, including
water and sewer pipelines, pump stations, lift
stations, and septic systems; airport runways,
taxiways, parking lots, and parking structures,
grading and drainage; city streets, county roadways,
and interstate and rural highways; storm water
drainage systems; site development infrastructure;
results of surveys; and gas distribution pipelines.
Jack successfully made the
transition from hand drafting with pencils
and ink pens on linen, vellum, sepia, and
mylar sheets to multiple platforms for computer
aided drafting systems and color plotters.
In his early years he was a master at manipulating
the LeRoy template lettering tools.
Jack was raised in Wisconsin.
He served in the US Army (11th Airborne) at
Fort Carson and in Germany. He played professional
baseball in the Cincinnati Reds Farm system
in the early 1950s. He began his drafting
career in the late 1950s at the Allied Signal
Co. and went to the Ken R. White Company.
He joined Dibble Engineering in 1968
Jacks dedication to
quality, his commitment to excellence, his
loyalty to our company, and his friendly sense
of humor has been an example to all who know
him. We wish him the best in his retirement
years. He will be missed at Dibble.

Dibble Announces
the Retirement of Myron G. Jasmann, RLS
After
40 years of service to Dibble Engineering, Myron
G. Jasmann, RLS announced his retirement. Myron
has been an integral part of almost every Dibble
project that included surveying, right-of-way,
and roadway design efforts. He served as a Vice
President of Dibble for many years and held
the positions of Survey Party Chief, Survey
Manager, Right-of-Way Manager, and Roadway Designer.
Myron was raised in North
Dakota and gained a strong work ethic from
his farming background, and since 1952 has
provided survey and design services for the
consulting engineering community. Myron moved
to Arizona in 1955 and joined Dibble Engineering
in September 1967.
Over the years Myron has
been active in several community, religious,
and service organizations, including the Boys
Scouts of America, the Scottsdale Presbyterian
Church, Little League Baseball, and the Moose
and Elks Lodges.
His professional affiliations
have included the American Congress on Surveying
and Mapping (ACSM), the National Society of
Professional Surveyors (NSPS) and the National
Society of Professional Engineers (NSPE).
Myron was a Charter Member of the Arizona
Professional Land Surveyors (APLS) and served
as Secretary and as a member of the By-Laws
Committee.
In 2007 Myron received the
APLS Gordon McLain Award for exceptional lifetime
service to the surveying industry in Arizona.
We congratulate Myron
on his many achievements and wish him well
in his retirement years. He will be missed
at Dibble.

Practice is preparing the design concept report,
which will consider upgrading this urban stretch
of highway within the Sierra Vista City limits
in southern Arizona. Continual growth has hampered
the highway's ability to move traffic efficiently.
Alternatives will be considered to reduce congestion
and improve traffic operations through the City.
Access control and impacts to right-of-way are
critical components to the study. Dibble will
study traffic operations and accident data to
correlate areas of safety concerns. We will
also calculate the hydrology for seven large
multi-barrel box culverts and numerous smaller
culverts in this landscape where the soil is
very erosive.

The ABC II building will contain approximately
404,000 square feet of non-clinical, shared,
and clinical research space. The Medical Education
Building will contain 310,000 square feet of
flexible classrooms and state-of-the-art education
facilities, including simulation laboratories,
gross anatomy facilities, pre-clinical training
facilities, a learning resources center, student
services, and faculty office administrative
space.
