Telluride Regional Airport South Side Development Program
At Telluride Regional Airport (TEX), Dibble led the South Side Development (SSD) program to open a new, high-elevation development area for aircraft parking and hangar storage serving business jets and premium general aviation traffic.
Phase 1, completed in November 2025, delivered critical airside and landside infrastructure in one of the most challenging airport environments in the country (9,070 feet MSL).

Challenge
TEX needed to grow its aircraft parking and hangar capacity on a site constrained by steep terrain, sensitive wetlands, and high-altitude climate conditions. The County and Airport were looking for a solution that could generate new revenue, protect environmental resources, and support long-term, phased build-out.
Our Approach
Dibble provided specialized planning, engineering, and construction management services for the South Side Development (SSD) program, which unlocked a new area for aircraft parking and hangar storage. Services included environmental clearance, conceptual design alternatives of the ultimate build-out, and creation of new utilities, including water, sewer, fire suppression, and stormwater management. The Dibble Team coordinated with the County and the Airport to protect the existing wetlands at the Airport and adjacent to this project site. Phase 1 of the SSD Program was completed in November 2025 and included 12,500 square yards of new pavement, over 150,000 cubic yards of earthwork, significant new electrical infrastructure for apron electrification, major stormwater drainage management, and the relocation and renewal of airport navigational aids.

Technical Solutions
- Phase 1 civil works providing approximately 12,500 SY of new apron pavement and more than 150,000 cubic yards of earthwork to create usable, stable development terraces.
- New utility infrastructure including water, sewer, fire suppression, and stormwater systems sized for future hangar and apron expansion.
- Significant new electrical infrastructure to support apron electrification and reliable power for hangars and airfield systems.
- Major stormwater management features tailored to steep, high-altitude terrain and variable weather, protecting both the site and adjacent wetlands.
- Relocation and renewal of airport navigational aids to maintain safety and operational reliability as the south side footprint expanded.

Value Delivered
- New apron and hangar-ready sites that position TEX to increase revenues through additional aircraft parking and transient overnight storage.
- Demonstrated ability to design and build in an extreme, high-elevation mountain environment with complex soils, a historically unstable faultline, and year-round weather exposure.
- Full-spectrum service from early planning and environmental strategy through detailed design and construction management, creating a robust, long-term pavement section and fully prepared site for a variety of future hangar and apron configurations.
