Dibble is excited to announce the promotion of Paulson Chaco and Jim Zwierlein to support our ongoing work in the Navajo Nation and with surrounding tribal communities.
Meet Paulson Chaco – Senior Project Manager
With more than 25 years of experience, Paulson brings a wealth of knowledge, having served in key leadership roles within the Navajo Nation, including Director of the Department of Transportation and Chief Operating Officer of the Navajo Housing Authority (NHA). His cross-disciplinary expertise and extensive network of relationships across the Navajo, Hopi, Ramah, Pueblo, and Gila River communities, as well as other Arizona tribal nations, make him a vital asset to Dibble’s continued success in Native Nations infrastructure development.
In his new role as a Senior Project Manager, Paulson will lead high-impact projects, manage complex intergovernmental collaborations, and continue to foster strategic partnerships with tribal leaders, county officials, and federal agencies such as the Federal Highway Administration (FHWA) and the National Tribal and Indigenous Climate Conference (NTICC). His ability to navigate multi-agency coordination and secure high-value assignments positions Dibble as a trusted partner for Native Nations seeking sustainable and transformative infrastructure solutions.

Meet Jim Zwierlein – Senior Engineering Technician
As a US military veteran, Jim started his career as a contractor working with the NHA, building homes for native veterans. Over his 16 years of experience in construction, Jim has held various roles in the development of the Navajo community. In 2024, Jim joined the Dibble team working with our Native Nation clients, including the Navajo Nation Division of Transportation, Navajo Nation Division of Community Development (NNDCD), Navajo Tribal Utility Authority (NTUA), and NHA. His promotion to Senior Engineering Technician strengthens his long-standing presence within the Nation. It expands Dibble’s services to additional tribal communities, reinforcing our commitment to supporting Native Nations with innovative and sustainable engineering solutions.
Since 1962, Dibble has served communities throughout the Southwest, including the Navajo Nation and other tribal communities. Working with the Navajo Nation as a civil engineering firm requires a deep understanding of the community’s unique cultural, historical, and infrastructural needs. It involves collaboration with tribal leadership, local agencies, and federal partners to develop sustainable and impactful projects that support economic growth, transportation, water resources, and housing. Paulson and Jim have successfully navigated infrastructure projects that require not only technical expertise but also a commitment to respectful engagement, trust-building, and long-term partnership development. Dibble is extremely lucky to work with them.
