Pueblo Memorial Airport Runway 8R-26L and Taxiways Rehabilitation
As part of a $7.6M airfield upgrade, Dibble rehabilitated Pueblo Memorial Airport’s primary runway to correct cross-slope issues and extend pavement life while keeping commercial and training operations moving.
The project was delivered on schedule in May 2024 and earned a 2024 “Best in Colorado Asphalt Pavement – Airports Group” award from the Colorado Asphalt Pavement Association.
Challenge

Runway 8R-26L and its taxiway connectors had developed non-compliant cross-slopes and surface distresses that impacted ride quality and long-term performance at the heart of the airfield.
The airport needed a major pavement upgrade that met FAA design criteria, improved safety, and was built quickly enough to minimize operational disruptions.
Our Approach
Dibble designed a variable-depth mill and overlay across the 150‑foot‑wide runway and connectors to restore compliant cross-slopes and provide a new, durable surface.
The team integrated new LED runway and taxiway lighting, updated signage, and refreshed pavement markings into a tightly sequenced construction plan that could be executed in just 21 days.

Technical Solutions
- Variable-depth milling and fixed-overlay design to correct transverse slopes while maintaining pavement strength.
- Mill and overlay treatment tailored to the runway keel section and taxiway connectors for consistent performance across the airfield core.
- New LED runway and taxiway edge lighting, guidance signage, and full remarking to current FAA standards.
- Removal of Taxiway A2 to eliminate a documented airfield “hot spot” and simplify aircraft movements for safer operations.

Value Delivered
- Award-winning construction quality recognized by the Colorado Asphalt Pavement Association.
- Construction completed in only 21 days, significantly reducing shutdown time and impacts to users.
- Project delivered on time and under budget, giving the owner a long-term runway solution with strong lifecycle value.
