Chandler Municipal Airport North Terminal Apron Rehabilitation

At Chandler Municipal Airport, Dibble rehabilitated the North Terminal Apron and connector taxiways, upgrading over 100,000 square yards of pavement at a busy reliever airport while maintaining day-to-day operations.

The work demonstrates Dibble’s strength in large-scale apron rehabilitation, complex phasing, and alignment with current FAA geometry and safety standards.

Challenge

The North Apron and adjacent taxiway geometry no longer met current FAA design guidance, with distressed asphalt concrete, aging markings, and direct apron access to Runway 4L‑22R that increased runway incursion risk. Chandler needed a design that could be constructed in phases around active tenants, maintaining access to hangars and apron space throughout the project.

Our Approach

Dibble delivered design, bidding, and construction phase services for a comprehensive apron rehabilitation that balanced full reconstruction in critical areas with more targeted pavement rehabilitation elsewhere. The team reconfigured connector taxiways between Taxiway A and the apron to remove direct runway access and align with FAA Runway Incursion Mitigation (RIM) objectives, while structuring bid alternates to take advantage of potential additional FAA funding.

Technical Solutions

  • Rehabilitation of more than 100,000 SY of apron pavement, combining full-depth reconstruction and asphalt concrete (AC) rehabilitation based on distress and structural needs.
  • Apron geometric redesign and new pavement markings to comply with current FAA criteria and eliminate direct apron-to-runway access for Runway 4L‑22R.
  • New connector taxiways sited to meet RIM requirements, supported by detailed analysis of apron, taxilane, and taxiway intersection geometry.
  • Drainage improvements integrated into the new pavement section and grading to improve airfield stormwater performance.

Value Delivered

  • A modernized apron and taxiway layout that enhances safety and reduces runway incursion risk.
  • Multi-phase construction and intensive tenant coordination to keep high-impact areas, including single-hangar access lanes, open or quickly restored.
  • Bid documents structured with additive alternates to maximize the use of FAA funding and deliver more work within available grants.
