Glendale Municipal Airport Apron Reconstruction & Taxiway Realignments
Dibble delivered a multi-year, multi-phase apron reconstruction and taxiway realignment program at Glendale Municipal Airport (GEU), rebuilding more than 112,000 square yards of apron pavement while keeping this busy reliever airport operational.
The work modernized pavement, improved access to hangars, and set the stage for future airfield improvements through careful phasing and temporary facilities.
Challenge
The primary apron at GEU exhibited varying levels of pavement distress, from localized failures to widespread cracking, and relied on a single access point that constrained aircraft circulation.
The City needed a plan that would target full reconstruction only where necessary, preserve serviceable pavement where possible, and maintain access for based tenants throughout construction.
Our Approach
Dibble provided design, bid, and construction phase services for a three-year program that prioritized the most deteriorated areas first and sequenced work to align with available funding.
The team divided construction into eight phases and added a temporary taxilane to allow aircraft to move to and from hangars while the existing single access route was under construction.

Technical Solutions
- Condition-based strategy that distinguished between full-depth reconstruction zones and areas suited for mill-and-overlay rehabilitation.
- Reconstruction and rehabilitation of approximately 112,000 SY of apron pavement with upgraded section design and markings.
- Construction of a temporary taxi lane to maintain continuous access to hangars and apron parking during closures of the primary access route.
- Multi-year phasing plan that aligned design, bid, and construction activities with grant cycles and tenant operations.
Value Delivered
- A renewed apron system with targeted investments where they were most needed, extending pavement life and performance.
- Eight carefully planned phases that minimized disruption to airport users and protected revenue-generating operations.
- Demonstrated ability to manage large apron rehabilitation programs at a busy reliever airport with complex stakeholder coordination.
